Two things shape the work out here. The first is the terrain: larger lots and hillside siting mean long runs from the service point to detached garages, wells, gates and landscape lighting, and voltage drop stops being theoretical at those distances. The second is fire. Permits and utilities here
Agoura Hills, Westlake Village, Thousand Oaks, Simi Valley and Moorpark each permit through their own city building departments, with unincorporated pockets going through Ventura County. Southern California Edison serves the whole area, so service upgrades follow one utility process even though the permit does not. Hillside and wildfire-hazard properties can attract additional requirements, which is worth knowing before you plan a timeline rather than after.

Do I need a generator or a battery?
It depends on what you are protecting and for how long. A battery covers a short outage quietly and pairs well with existing solar, but its capacity is fixed. A standby generator runs as long as it has fuel, which matters during a multi-day shutoff, but it needs fuel, servicing and a location that satisfies noise and clearance rules. We size either one against the circuits you actually need running, not against the whole house, because that is usually where the cost gets decided.
Can you run power to a detached structure a long way from the house?
Yes, and the distance is the design problem rather than an obstacle. Beyond a certain run length the conductor has to be upsized to keep voltage drop inside limits, and the trench depth and conduit type depend on what is above it. Tell us the approximate distance, what the structure will run, and what the route crosses, and we can tell you whether it needs a subpanel at the far end.
